Jack was born in Washington DC, the son of Catherine Wrenn and Russell Lynch. He graduated from Theodore Roosevelt High School in 1944 and served two years in the Navy as a Hospital Corpsman at hospitals in Great Lakes IL, Bethesda MD, and San Diego CA., where he was involved in the treatment of wounded sailors and marines. Jack married Louise Powderly on April 19, 1949. He graduated from the University of Maryland in 1951 with a degree in Mechanical Engineering. He was immediately employed by the Bureau of Ordnance of the Navy Department as an Ordnance Design Engineer. For the next 30 years he was involved in the design, development and production of various torpedoes including the MK 46 and Mk 48. He was put in charge of the development of various underwater targets and tracking ranges. He received several Outstanding Performance awards and Special Achievement awards. He is a founding member of the Navy Undersea Warfare Museum Foundation at Keyport, WA.

Following his retirement from the Navy Department in 1982, he joined the McLaughlin Research Corp. as a Program Manager for Underwater Weapons Programs, where he provided support to the Navy. After retiring from the McLaughlin Research Corp in 1992, he took an interest in Genealogy and among his proven ancestors is Edward Doty, a passenger on the Mayflower that came from England in 1620 to Plymouth, MA. He also counts as distant relatives, former president Zachery Taylor and Herbert Hoover.

Jack resided at Leisure World of Maryland since 2001 and was an active member of Our Lady of Grace Church. As of August 2017, he moved to Brightview Assisted living in Edgewater MD. He then attended Our Lady of Perpetual Help.

His wife, Louse Powderly, predeceased him in May 2015. He is survived by his children Katherine (Steve Marohl), Michael (Claudia), Dennis (Hilary Shenton), Terrence (Cindy), Maureen (John McCarthy), Kevin (Jeri), Brian (Jennifer), John Brendan (Julie), and a sister Jean (Robert Ostmann), 16 grandchildren, and 13 great-grandchildren.
