Virginia State Senator representing Henrico County and served as Richmond Commonwealth Attorney. A lawyer in Richmond in the firm of Sands and Sands- with his father and brother, the firm was later known as Sands, Anderson, Marks and Miller- currently known as Sands Anderson.

C.R. Sands, Sr. burial service was conducted on April 14, 1920.
