Born May 5, 1953 in New Castle, he was the son of Albert W. Bartley and Flora Belle Graham Bartley. His mother lives in New Castle.
Howard is survived by his wife of 43 years, Patty Morris Bartley, whom he married on November 16, 1974.
A 1972 graduate of Laurel High School, he was employed with Alliance Imaging as an MRI Transporter until his retirement in 2013.
Howard was an avid outdoorsman, enjoying fishing, hunting and camping. His greatest joy came from spending time with his children and four grandchildren.
He was a member of Northminster Presbyterian Church.
In addition to his wife and mother, he is survived by one daughter, Laney (Jason) Pickel of New Castle; one son, Greg (Jamie) Bartley of New Castle; one brother, Dennis Bartley of New Castle; two sisters, Karen (George) Ferguson and Sherry (Bill) Hohmann all of New Castle.
He was preceded in death by his father and his father-in-law, Don Morris.
Burial will be in St. Philip and James Cemetery.
