He was born to Rush Husdon, Sr. and Beulah M. (nee Seabaugh) Limbaugh on March 18, 1921 in Cape Girardeau, Missouri.
He married Mary Heagler on February 26, 1943 in Cape Girardeau, Missouri.
Manley was a High School Biology teacher.
He was a member of First United Methodist Church in Chester, Illinois, Chester Lions Club, Methodist Men, Illinois Junior Academy of Science (Past President), Illinois Education Association, a Boy Scout Leader and Christian Camp Counselor at Aldersgate Institute at Little Grassy.
Manley’s faith in God was unwavering and his servant spirit led him to be a surrogate father and inspiration to innumerable members of the community. He was a dedicated husband to Mary for nearly 75 years.
