h/o Katharine Bunker; made an enduring contribution to Hartford during his tenure as chairman of the citizens charter commission from 1953 to 1955, During that time, a Hartford alderman from 1930 to 1934, helped write a charter that ended the strong mayor-aldermen form of government in the city.
