US Congressman. He graduated from the University of North Carolina at Chapel Hill in 1859 and attended Harvard Law School. He joined the Confederate Army as a Captain in 1861, afterwards receiving promotion to Major and serving until the end of the war. He then resumed his law studies and was admitted to the bar in 1868. Latham was a member of the North Carolina House of Representatives in 1864 and the state Senate in 1870. In 1880 he was elected to the US House of Representatives as a Democrat and served one term, 1881 to 1883. He was an unsuccessful candidate for reelection in 1882 and returned to his law practice. In 1886 he again won election to the US House and served one term, 1887 to 1889. He was an unsuccessful candidate for reelection in 1888 and resumed his North Carolina practice, with offices in Plymouth and Greenville.
