Born to Harry Edward and Susan Elizabeth "Susie" Downer Shughart, Fione married Maurice Arthur Abatte on July 28, 1951, in Piggot, Ark. He died June 8, 1986.

Three brothers also preceded her in death.

Surviving are one nephew, Jerry Shughart; and seven nieces, Vivian Hottle, Betty Smith, Fayanne Horrell, Lynette Hickle, Annette Sullivan, Denice Monical and Bunny Jahanke.

A graduate of Gem City Business College, she owned and operated Liberal Loan Co. and A&A Collection Agency in Macomb.

She served as Emmet Township assessor from 1971 to 1985 and served on the Emmet Township Board since 1986. She was a member of Macomb American Legion Auxiliary, Macomb Veterans of Foreign Wars Auxiliary and the American Association of Retired Persons. She was a former member of Township Officials of Illinois and the Macomb Women's Bowling Association.
