Born in St. Genevieve, Missouri, Jules was a pioneer in developing the mineral resources of the Iron Mountain region. His father, John B. Valle, was a business partner of Pierre Menard and his grandfather was the last Spanish and French commandant of St. Genevieve. He was educated in a seminary near Perryville, Missouri. Despite his youth, he became the superintendent of the family mines in St. Francois County. After two years, he entered the dry goods business with Felix Janis, his uncle.

When he was 24 years old he married Isabelle Sargent. They moved to St. Louis nine years later when Valle became one of the owners of the Iron Mountain Company. Later he became a partner with the firm of Chouteau, Harrison and Valle and when James Harrison died in 1870 he became president of both companies.

At one time the Valle family lived on Chouteau Avenue near Chouteau Pond. This was later bought by the brilliant German American Carl Schurz. Valle originated the organization of the Vulcan Steel Works in Carondelet which was producing 350,000 tons of iron when he died at the age of 53.
