He was born one of three children (he also had a brother and sister) to Edward Waldron and Jane Elizabeth Updyke Waldron in Philadelphia, Pennsylvania, and was educated in local common and public schools. After his education, he engaged in the insurance business. On January 17, 1890, he married Alice Buckley in Camden, New Jersey, and they had a daughter named Hannah born on May 22, 1894. He then entered public service, and was elected as a Member of the Philadelphia Select Council from 1911 to 1924. He also served as a Member of the Republican on the Philadelphia City Committee from 1916 to 1936, Presidential Elector for Pennsylvania in 1928, and as a Delegate to the Republican National Conventions in 1924, 1928, and again in 1932. He then ran for a seat in the United States Congress and was elected. A Republican, he then served Pennsylvania's 3rd Congress (Seventy-Third Congress) in the United States Congress from 1933 to 1935. He did not seek renomination in 1934. After his term in the United States Congress expired, he was succeeded by United States Representative Clare Gerald Fenerty. After his time in public service ended, he resumed his insurance business pursuits until his death most notably as Director of the Industrial Trust Company and Director of the Insurance Federation of Pennsylvania. He passed away from heat exhaustion in Philadelphia, Pennsylvania, at the age of 86. His wife Alice passed away in 1921, and his daughter Hannah passed away in 1946. They are all interred together at North Cedar Hill Cemetery in Philadelphia, Pennsylvania.
