Pinkas was born in what was then the Austro-Hungarian Empire and is now southeastern Poland. He was one of six children of Avraham Yakov Reifer (c.1886-c.1920) and Rivka nee Fallik (c.1886-1918).

After the death of their mother in the worldwide Spanish Influenza pandemic, and their father's death not long after, Pinkas and his two oldest sisters, Rose (1908-2001) and Eda (1912-2005), were sent to live with their father's sister Rivka Lehr and her family in Neuzuczka, a small town then in Romania. As an adult, he lived in Cernauti (later Chernivtsi -- but known as Czernowitz to many who lived there), where he was prominent in the city's cultural life. He was married to Sidi Tal, an actress in the Yiddish theatre.

He was also the brother of Louis Wolff (1915-1989) and of two sisters who perished in the Holocaust -- Mala Sieger (1911-c.1942) and Hania Reifer (1917-1945).
