38th Iowa Governor. A member of the Republican Party, he served as the Governor of Iowa from 1969 until 1983. He served with the United States Army following the closing months of World War II and upon his return home, he enrolled at Drake University. from where he received a degree in Business. He later attained his Law degree from there and commenced practicing in Des Moines. After two failed attempts at public office, he served as the Iowa Republican State Chair from 1963 until 1967. During his gubernatorial tenure, he shifted the burden of funding from the local level to a statewide tax. He served as Chairman of the Education Commission of the States and President of the Council of State Governors. He spearheaded a large reorganization of the state's judicial system and opened the state's borders to refugees following the end of the Vietnam War. After leaving office, he served as the head of the Board of Directors at Drake University.
