US Congressman. He was a successful civil engineer when he was appionted commissioner of the Delaware Emergency Relief Commission in 1934. In 1935, he was elected as a Republican to the Seventy-fourth Congress and served until 1937. He was a member of the staff of the United States Senate Committee on the District of Columbia and special engineer to the lands division of the Department of Justice and Corps of Engineers, 1947 to 1953. In 1954, he was appointed Architect of the US Capitol, Washington D.C. and served until his death.
