On Saturday, October 6, 2018, Lieutenant Colonel Peter Campbell Barclay, U.S. Army (retired) of Raphine, VA, beloved husband and father, and a brother in arms to many, lost his life while competing in an equestrian event in Williamstown, KY. He was 53.
Peter was born on March 9, 1965, in Las Cruces, NM, to Ruth (Starr) and John A. Barclay III. He graduated from Las Cruces High School and received a Bachelor of Science degree in Computer Science from New Mexico State University, where he also received his commission in the U.S. Army. He later received a Master’s degree in Management Information Systems from Touro University International.
Peter was an Eagle Scout and participated as a Scout Master when he was stationed in Germany as a lieutenant. He was in Berlin with his troop when the Berlin Wall came down in 1989, and he was able to hammer off a piece of the wall himself. On August 31, 1996, he married Deborah Ann Kinsey in Colonial Heights, VA.
Highlights from Peter's 27-year Army career include Commander of the 49th Quartermaster Detachment (Aerial Delivery) at Fort Bragg, NC; induction into the Honorable Order of Saint Martin at Fort Lee, VA; Automated Fire Control Integration Officer for the Director of the British Royal Artillery in Larkhill, Wiltshire, England; and Chief of Logistics Automation for the 13th Sustainment Command (Expeditionary) in Iraq and Fort Hood, TX. Peter's final assignment was at the Pentagon as a well-regarded technical expert leading and supporting Army Enterprise Information Technology Initiatives. He was a founding father of Defense Enterprise Email and the Army’s initial move toward enterprise IT capabilities. In 2012, Peter earned Computer Week’s Federal 100 award, which recognized him as a government leader for his pivotal role in the federal government IT community. Peter retired from the Army in 2013, at which time he was awarded the Legion of Merit with one oak leaf cluster.
Following his retirement, Peter joined Grimmer Technology and Operations, inc. as their Chief Information Officer and continued to support the Army by maturing enterprise email and Army Identity and Access Management capabilities. He received a National Association of Communication Systems Engineers certification and was a Certified Information Systems Security Professional.
Peter was a longtime and active member of the Society for Creative Anachronism (SCA), where he was known as Master Terafan Greydragon. A new passion that enlarged this hobby was born when he started taking riding lessons at the Royal Artillery Saddle Club in Larkhill. Peter’s first equestrian medieval reenactment event was in 2004, and he began jousting the following year.
For more than 30 years, Peter reveled in living the dream of medieval life in the SCA throughout the world. He tried his hand at all aspects of the required skills–fighting, dancing, brewing, singing, sewing, leather working, wood working, tent making, equestrian, and anything else that sparked an interest. When asked with whom he would like to sit down to dine at feast, he often replied, “With friends I haven’t met yet.” He never did anything halfway; it was always with an intensity unmatched by anyone else. He has been described by those who knew and loved him as an inspiration, a teacher, an encourager, a friend, and a great force. He was all of those things, and so much more.
Peter was preceded in death by his mother, Ruth. He is survived by his wife, Deborah; his daughters, Tarythe Albrecht and Ayme Barclay; his grandson, Jedidiah Albrecht; his father, Jack; and his brothers, John and Charles.
