US Congressman. A member of the Democratic Party, he served the State of New Jersey's 13th Congressional District in the United States House of Representatives from 1959 until 1973. His father, a police officer died when Cornelius was only eight years old. He enlisted with the United States Army and saw action while serving with General George Patton's Third Army Division, as a infantry rifle commander during World War II. Following his return home, he attained his law degree from John Marshall Law School and commenced practicing in his native Bayonne. After an additional year of military service during the Korean War, he entered the political arena, when he was elected to the Hudson County Board of Freeholders in 1953. Three years later, he became Commissioner of the New Jersey Turnpike Authority. Gallagher succeeded Alfred Dennis Sieminski in Congress and during his tenure, he served on the House Government Operations Committee and the House Foreign Affairs Committee of the Asian and Pacific Subcommittee. He formed a close relationship with President Kennedy and was among those of the inner circle during the Cuban Missile Crisis (1962). Towards the end of his career, he met with league woes which included tax evasion. This led to a seventeen month period of incarceration.
