Otis was born in Clinton, Maine to George and Philomena (Pollard) Gowen. He left Maine for Pennsylvania to take a logging job in 1867. In 1868, Otis met and married Margaret A. Sitman, and they became the parents of two daughters, Lydia Philomena, and Nettie Ruby.
The marriage ended in divorce after Otis began a relationship with Mary Ann Tozier in which another daughter, Ida May Gowen, was born.
Otis left Pennsylvania with Mary Ann and their baby daughter and they settled in Camden, New Jersey. There, he opened and operated a tavern in downtown Camden.
Following his death, Mary Ann and Ida May returned to Pennsylvania where they could live near family.
