Arkansas Governor. He graduated from Mississippi College in 1894, from John Hopkins University in 1898 and from the University of Mississippi in 1901. He went on to have extensive career in teaching at Mississippi College, Hillman College and the University of Arkansas. On 1916, he was elected as a Democrat the 25th Governor of Arkansas, serving until 1921. During his administration, the state reformatory for women was founded, a girl's industrial school was opened, a illiteracy commission was created, a law was passed allowing women to vote in all primary elections and the Arkansas Corporation Commission was created. After leaving office, he served as director of the State Public Information Bureau, (1925-28), was president of Central Baptist College, in 1929 and was chairman of the Virginia District of Columbia Boundary Commission, from 1934, until his death at age 59.
