Arthur was born in Hamtramck, Michigan to Martin (a Polish immigrant) and Mary (a child of Polish immigrants) Golab. He spent his teen years in New York Mills, New York, where he graduated from high school. He then enlisted in the United States Air Force and, after four years, was discharged a staff sergeant. Before leaving his station at Spokane, Washington, he married Wanda Maggard. They moved to New Britain, Connecticut and raised a family. Arthur served in the Connecticut National Guard as a second lieutenant. He retired from the New Britain Police Department as a lieutenant after 25 years, and later was self-employed as a real estate appraiser until 2010. He was a member of and active at St. Matthew's Lutheran Church and the American Legion Post 6 in New Britain. He eventually moved to Naples, Florida, with his second wife. He loved working outdoors and spending time on his coin collection. He enjoyed making breakfast for company, and especially pierogis at Christmas time. He was also an avid fan of the UConn Huskies women's basketball team.
