U.S. Congressman. A member of the Democratic Party, he served Missouri's 10th Congressional District in the United States House of Representatives (1969 to 1981). During his high school years, he displayed athletic skills and later he earned degrees in Education and Law. The later from the University of Missouri. Following graduation from college, he served with the United States Marine Corps and upon his discharge, he commenced practicing law in his native Missouri. He served as the state's Assistant Attorney General from 1960 until 1962 and was prosecuting attorney for Cape Girardeau County. He succeeded Paul C. Jones in Congress and during his tenure, he served on the Agriculture, Interior, Appropriations and Intelligence Committees. He served as Chairman of the Intelligence Subcommittee on Program and Budget. He was defeated for reelection in 1980 by Bill Emerson and after leaving office, he resumed practicing Law in Maryland and Washington, D.C. He had further unsuccessful bids for public office which included Maryland State House of Delegates and Missouri State House of Representatives.
