Bill moved with his family to El Reno, Oklahoma as a child. He served his country faithfully in the United States Navy from May 26, 1948 to September 5, 1967, retiring after twenty years of service. After being honorably discharged he returned home to El Reno and on February 2, 1969 he was united in marriage to Margaret "Peggy" Tech and together they shared the last thirty-eight years. Bill was a man of strong work ethic. Besides his military career, Bill also worked over seventeen years for the Federal Bureau of Prisons, eleven of which were spent in Springfield, Missouri. In 1991 they moved to Anderson, Missouri and Bill drove a school bus for the McDonald County School District. He enjoyed fishing, reading and spending time with his family especially his grandchildren. Bill will be remembered by those who knew him best as a hardworking devoted family man who was patient, loving and a little ornery.
His parents and a sister, Anna Higgins preceded him in death.
Bill is survived by his devoted wife, Peggy Billinger of the home; two daughters, Denise King of Anderson, Missouri and Amber Kriegar and husband, JR, of Noel, Missouri; two grandchildren, Raven and Colton Talley; a brother, Elmer Billinger of Rockport, Texas; several nieces and nephews; as well as a host of other family and friends.
