Elwill Mattson Shanahan Weltmer was a former Kansas Secretary of state. Mrs. Shanahan was appointed Secretary of State on April 27, 1966, to fill the vacancy caused by the death of her husband, then Secretary of State, Paul Shanahan. She took the oath of office the day after her husband's death.

Elwill Mattson was born on September 22, 1912 in Salina. She was the daughter of August G. Mattson and Adine Olivia Peterson. She graduated from the Swedish Covenant School of Nursing in Chicago in 1934. She was a professional nurse between 1934-1952 in Chicago, and later practiced in Atwood, Kansas. Elwill married Paul R. Shanahan on October 13, 1951 in Lawrence.

Shanahan was a Republican from Salina, and served from April 28, 1966 to May 10, 1978. She was named Secretary of State Emerita on January 4, 1979. Shanahan was the first woman to hold a position in the constitutionally elected branch of Kansas government.

She later married Brigadier General W. Keith Weltmer.
