United States Coast Guard Captain Anthony Reid Adams passed away November 15, 2018 with his family at his side. He is survived by his bride of 54 years, his three children, five grandchildren and four great grandchildren.

Anthony "Tony" was born in Bakersfield, California, is also survived by his mother and three sisters. He left home at seventeen to attend the United States Coast Guard (USCG) Academy and graduated in 1963. He married in 1964 and served for more than 30 years in the USCG as a search and rescue pilot, mastering aircraft from the Bell, HUL-1G, and Lockheed HC-130, to the HU-25 Falcon and HH60J Jayhawk. While serving, he earned his Master's in Business Administration from the University of Alabama.

In 1977, Tony was assigned to Coast Guard Headquarters where he directed the Marine Environmental Protection Program and implemented organizational planning, policy, and fiscal activities and changes, as well as instilled the environmental enforcement, response mission, and culture throughout the USCG. He directed the authoring of key legislative proposals, which became law and regulations including: The Comprehensive Environmental Response, Compensation, and Liability Act, also known as Superfund; The National Oil and Hazardous Substances Pollution Contingency Plan (NCP) for identification, containment, and cleanup of oil releases and hazardous substances in the U.S. Coastal Zone; the foundation work establishing the one billion dollar Oil Spill Liability Trust Fund which funds removal costs incurred by the USCG, EPA and states, provides payment of claims for uncompensated removal costs and damages, as well as funds research and development; and the Natural Resource Damage Assessment and Restoration Program. Tony was the fiduciary manager of the Federal Water Pollution Control Act, specifically the Oil Spill Cleanup Fund for USCG and EPA response and cleanup of oil spills in U.S. navigable waters. He directed funding for research, development, and implementation of new environmental technologies such as "Oil Spill Fingerprinting," allowing USCG and EPA enforcement to quickly determine the source of and responsible parties for "mystery oil spills" and "Air Eye Technology" for airborne detection of oil spills.

Tony was then selected to serve as Deputy Group Commander and Executive Officer of Air Station North Bend, Oregon where he oversaw the completion of a $4.5 million expansion project and ensured that two new HU–25A Falcon jets were settled into their new home. After three years, he was appointed Commanding Officer of Air Station Astoria, Oregon. As part of overall command, Tony oversaw the transition to replace HH-3F helicopters, relocated the exchange and commissary from Base Astoria Tongue Point to the air station, acted as liaison with the Navy Reserve at Tongue Point, and established a Guard Auxiliary Flotilla. Following a successful command, he was appointed the Coast Guard Liaison for Forces Command at Ft. McPherson, Georgia prior to being assigned back to CG Headquarters.

After retiring from the USCG, Tony went on to a successful second career as the CEO of Adams Maritime and principal consultant for Gallagher Marine Systems, a firm developing and providing Spill Containment and Countermeasure Plans mandated under the NCP for ships calling on U.S. ports, where he worked until his retirement in August 2018.

Tony was a devout Roman Catholic and a volunteer Treasurer for the Knights of Columbus for the past 22 years. He and his wife were active community servants in many different roles including working with the homeless shelter in North Bend, Oregon and fostering medically fragile and abused children in Fairfax, Virginia. He was passionate about music, especially bluegrass, and played a variety of instruments throughout the course of his life. He also enjoyed cars, learning scrimshaw, working with stained glass, acting, politics, and steelhead fishing the Oregon rivers.

A formal military burial with full honors will follow in the spring of 2019 at Arlington National Cemetery.
