Puerto Rico Governor. He served as both the 4th and 6th Governor of the Commonwealth of Puerto Rico for 12 years (January 2, 1973 to January 2, 1977 and January 2, 1985 to January 2, 1993). He graduated from Valley Forge Military Academy and College in Wayne, Pennsylvania and later earned his bachelor's degree with honors in political science from Johns Hopkins University in 1956. Three years later, he earned his law degree from the University of Puerto Rico at Rio Piedras, graduating magna cum laude and as the valedictorian of his class. From 1961 to 1965, he was a lecturer on civil procedure at the Pontifical Catholic University of Puerto Rico in Ponce. In 1965, he became the Secretary of Justice under Governor Roberto Sanchez Vilella and served in this position until 1969. He was elected to the Senate of Puerto Rico in 1968 under the PPD (Popular Democratic Party of Puerto Rico) and served as the legislative body's president for four years (1969-1973). In 1972, he was elected governor of Puerto Rico and served one term before losing his re-election to Carlos Romero Barcelo in 1976. He was unsuccessful in a bid to regain the governor's office in 1980, but four years later, won the election to become the governor of the commonwealth for the second time. He went on to serve as governor for his second and third terms, before stepping down in 1993 by declining to seek re-election to a fourth term in 1992. He stepped away from the political scene after retirement.
