Pioneer US Postmaster General. He graduated from Harvard in 1891 and moved to Washington, where he was employed by the Treasury and Agriculture departments. In 1894 and 1895 he completed bachelor's and master's degrees in law at Columbian University and was admitted to the bar. In 1903 he became Chief Clerk of the Commerce and Labor Department. Also in 1904 he was elected Assistant Secretary of the Republican National Committee. From 1905 to 1908 he was Assistant Postmaster General. Hitchcock was Chairman of the Republican National Committee from 1908 to 1909 and the manager of President William Howard Taft's successful 1908 campaign. He was then appointed Postmaster General and served until 1913, receiving credit for the creation of air mail and the postal savings system. His support of air mail led to his enlistment in the Air Corps Reserve, where he rose to Colonel. In 1916 he was the campaign manager for unsuccessful Republican presidential nominee Charles Evans Hughes. He later managed the unsuccessful campaigns of Leonard Wood (1920) and Hiram Johnson (1924). In 1928 Hitchcock bought the Tuscon Citizen newspaper, of which he became publisher. From 1932 to 1933 he was Arizona's Republican National Committeeman.
