US Congressman. An 1874 graduate of Lafayette College, he was admitted to the Pennsylvania bar in 1877, and established a practice in Allentown, Pennsylvania. He steadily rose in local and state government, serving as Leigh County District Attorney, in the Pennsylvania State Senate, and as chairman of the Democratic State Committee in 1909 and 1910. He was elected as a Democrat to represent Pennsylvania's 13th District in the United States House of Representatives, defeating incumbent Congressman John H. Rothermel in 1914, and serving three terms from March 4, 1915 to March 3, 1921. He declined to run for a fourth term, and his Congressional seat was filled by Congressman Fred B. Gernerd. After an unsuccessful attempt to return to Congress in 1926, he devoted his time to his law practice in Allentown, where he died in 1931.
