Ernest was born in Spitalfields, London, England. His parents were Charles William Klapper and Elizabeth Moffatt. Ernest had five brothers and sisters. Ernest immigrated to the US when he was 20 years old on January 27, 1890 on the Lydian Monarch. He arrived at Ellis Island in New York. He traveled to Texas and settled in Coleman where he married Esther Georgina Moffatt on March 16, 1891. They had four sons; Ernest William Jr., Charles James, Frederick Albert and Herman Ebenezer. Herman Ebenezer died as an infant.
