A US citizen, he died aged 67, at British Hospital, Montevideo, Uruguay. Referred to as "General" in Consular Form 192 and correspondence from the Secretary of State. He was the son of James O'Brien, of Ireland, and was born at Ft. Edwards, Washington County, NY. He was survived by his brother, Jarvis P. O'Brien, (FAG #97313798) of Troy, NY, and by his nephew John F. O'Brien, of Albany, NY.

He was the former American Minister to Uruguay and Paraguay:

Envoy Extraordinary and Minister Plenipotentiary (Uruguay)
Appointed: March 8, 1905
Presentation of Credentials: June 2, 1905
Termination of Mission: Left post on October 11, 1909
Also accredited to Paraguay; resident at Montevideo.

Another FG memorial exists for him, in NY, perhaps a cenotaph, although there was information that his remains were returned to the US:
General Edward C. O'Brien's remains are no longer in the vault in Montevideo.
In correspondence from Steamship Agents and Ship Brokers, Voucher No. 3 from Montevideo, dated 28 December 1928 to the Vice Consul of the United States in Montevideo:
"Freight from Montevideo to New York on board the U.S.M.S "PAN AMERICA", 1 case containing the mortal remains of the late General O'Brien"
The remains were eventually (re)buried in Saint Marys Cemetery, Troy, Rensselaer, New York, USA as noted on that cemetery's website. His brother, Jarvis, was in charge of arrangements.
