Norman was the son of Alden and Harriet (Runnals) Stark. He was a graduate of the Vermont State School of Agriculture in Randolph; traveled throughout Vermont testing milk, and was a self-employed dairy farmer in Winterport, Maine. He also worked 12 years for Pratt-Whitney Aircraft in Connecticut. He married Lucille Crofton November 24, 1932 in Greensboro Bend, Vermont, with whom he had two daughters. He married second Luetta Walker October 12, 1949 and had two more children, a daughter and a son. He also adopted the son of Luetta.
