Boy found drowned in unfinished cellar
Seven-Year-Old Charles Wolfram Victim Thursday
Excavation on South Side of Manitowoc Scene of Tragedy
Manitowoc - Charles Wolfram, seven-year-old son of Mr. and Mrs Francis Wolfram of 2618 ? Calumet Ave., drowned in a water filled basement excavation at South _th and Division streets after 4 p.m. Thursday, police reported.
Coroner Dr. Theodore Teitgen said the child could have died anytime between 4 and 7:30 p.m. when his body was found by a neighbor, Stuart Wetenkamp. The body was cold and completely frozen?, the coroner said. According to reports, Charles left home at 4 p.m. to visit a friend, Clarence Rusek, who lives at South 31st and Division Streets. He walked southeast to Division Street and got no further.
At 4? p.m. the boy had not returned. His mother called Rusek who said he had not seen Charles. As darkness set in the parents called in the police and fire departments which aided neighbors in a search.
As firemen played a spot light over the excavation filled with _ inches of water, Stuart Wetenkamp saw something red under the thin sheath of ice. He broke the ice with a stick and found the body floating about two feet under the surface.
The boy's body was in a cramped position with his arm bent as though he had been clinging to a floating log before slipping under the surface. Apparently the boy was unable to reach the bank near the spot where he went in. Ice had frozen over the hole again.

USED for Skating
The Fire Department Rescue Squad was called, but no effort was made to revive the boy because he obviously had been dead for some time.
Evidently no one was around when the fatal mishap occurred. Some children who were playing there earlier left shortly before Charles arrived. A thick layer of ice covered the unfenced excavation all winter and neighborhood children had been using it for a skating rink..
