US Congressman. He was admitted to the bar in 1859 and opened law practice in Brookville, Pennsylvania. In 1875, he was elected as a Democrat to the Forty-fourth Congress, serving until 1877. While in term, he was one of the managers appointed by the House of Representatives to conduct the impeachment proceedings against William W. Belknap, ex-Secretary of War in 1876. In 1885 and 1886, he was Assistant Secretary of the Department of the Interior and Solicitor General of the United States, 1886 to 1889. A unsuccessful candidate for United States Senator in the joint legislative convention of 1899, he resumed the practice of law until his death.
