Effie J. Bell Condy was born 16 Mar 1860 in West Shefford, Quebec to parents Horatio Bell and Jane Booth Bell. She was the youngest of several siblings, John Johnson, Horatio Nelson, Mary Elizabeth, Sarah Ann, Richard Henry, George Wellington, Willard Manly and William Ephriam Bell.

Effie left Canada and was married to William J. Condy in Fargo, Dakota Territory on 12 Nov 1883.

Effie and Bill lived together in the Dakota Territory, Massachusetts, Spokane Washington and eventually Rupert Idaho, where they both died. Their livelihood was through farming and livestock.

Effie had six children, five of whom grew to adults. Fred William, Charles Herbert, Harry Sidney, Florence Bell, Helene May and Marion Roberta. The women became career school teachers and the men a farmer and carpenter. Charles Herbert died at a young age in North Dakota.
