Mr. Matter was a retired electrician. He was a deacon and member of Immanuel Baptist Church. He was a member of Portsmouth Moose Lodge 898, USS Houston Association, Veterans of Foreign Wars, Portsmouth, and the International Brotherhood of Electrical Workers, Local 80. He was a Naval veteran of World War II.
Survivors include his wife, Mary Lou Matter; three daughters, Christine M. Boyer of Midlothian, Va., Cathey M. Brady and Claudia M. Williford, both of Chesapeake; four sisters, Alma M. Padon of Norfolk, Clare M. Hampshire of Virginia Beach, Virginia M. Olney of Rochester, N.Y., and Doris M. Anderson of High Point, N.C.; a brother, Curtis "Sonny" Matter of Virginia Beach; and five grandchildren.
A memorial services will be held at 11 a.m. Wednesday in Immanuel Baptist Church by the Rev. R. Otis Colston. Burial will be private.
Memorial donations may be made to the American Heart Association or the Juvenile Diabetes Foundation. Hollomon-Brown Funeral Home, Indian River Chapel, is handling arrangements.
