US Congressman, US Diplomat. Elected to represent Iowa's 5th and 7th Districts in the United States House of Representatives, he served from 1863 to 1867, 1873 to 1877, and 1881 to 1884. He also served as a Delegate to the Republican National Convention from Iowa in 1860, Member of the Iowa State Legislature in 1868, and as a United States Minister to Austria-Hungary from 1877 to 1881. He was also a successful lawyer.
