US Congressman. Served in the Spanish-American War as a Captain in the 12th New York Volunteers, in the New York National Guard in the Mexican Border War in 1916, and as a Lieutenant Colonel in the 27th Infantry Division during World War I. He was elected to represented New York's 25th District in the United States House of Representatives, serving from 1923 to 1931.
