JOSEPH'S OBITUARY
Joseph “Joe” Oliver Harper, age 78 of Seneca Rocks, WV, entered into eternal rest on February 19, 2020 at Grant Memorial Hospital with his wife, Carolyn, and other family members and friends by his side. Joe was born in Clarksburg, WV on September 19, 1941 to the late Bardon H. “Buck” Harper and E. Leone Oliver Harper.

He is survived by his wife of 53 years, Carolyn Crites Harper; two sons, Matthew Bardon Harper and wife, Ashley, of Seneca Rocks and Scott Joseph Harper and wife, Susan, of Drexel, MO; four grandchildren, Cali Harper, Cole Harper, Ava Harper and Eli Harper; a sister, Rosanne Harper Glover of Petersburg; two brothers-in-law, John Crites and Dr. John Glover; 3 nieces, 1 nephew and their families; and several cousins. Also included is his special companion, his dog, “Bo.”

Joe was a 4-H All Star who graduated from Circleville High School and attended one year of post-graduate work at Greenbrier Military School. He graduated from West Virginia University where he earned both his Bachelors and Masters Degrees in Animal Science and was a member of Kappa Alpha Order Fraternity. He attended Ohio State University in Veterinary Medicine before spending four and one-half years working in the meat industry in the upper Mid-West. Joe returned to Seneca Rocks to run the family farms as its eighth generation owner. His favorite animals were sheep and he was the largest sheep producer in the state of West Virginia. He served as a member of the American Lamb Industry Board for two terms from 2002 to 2008. In 2010 he received the highest award given by that organization, the McClure Silver Ram Award. That honor prompted a Legislative Citation from the House of Delegates of the West Virginia Legislature. In 2015 he received the West Virginia Farm Bureau Distinguished Service Award for his outstanding leadership and exemplary service to the West Virginia Farm Bureau and to the agricultural community. He was enshrined into the West Virginia Agriculture and Forestry Hall of Fame and was a West Virginia Distinguished Alumnus of the West Virginia University School of Agriculture.

Joe served two years as President of the WV Sheep Industry Development Association and was active in the WV Cattleman's Association. He served nine years on the USDA Wildlife Services Advisory Committee and had served on the Visiting Committee of the WVU College of Agriculture. Nationally, he chaired the American Farm Bureau Sheep Advisory Committee for two terms, and internationally, he conducted a speaking tour throughout Nova Scotia on sheep management.

He was a member of the Onego-Seneca Rocks United Methodist Church, a member of Franklin Lodge #144 AF & AM, a 32nd degree Scottish Rite Mason and a Shriner.

Joe was an outstanding high school athlete and played a season of baseball at WVU. He was dedicated to his family and enjoyed helping to host the Huffman Reunion which reunited cousins from past generations who traveled from many states to attend. He was a respected person in his community and served to improve the lives of others. One such service in which he was instrumental was improving the antiquated telephone system to its current status with good internet. Additionally, he served one term on the Pendleton County Commission. Many local and state residents along with national politicians sought his opinions on business matters for his forethought, level mindedness, knowledge and encouragement.
Joe and his wife Carolyn owned and operated Harper's Old Country Store and the Front Porch Restaurant in Seneca Rocks, along with other operations known as Harper Enterprises.

His happy smile and contagious personality will be missed by all who knew him.

Mr. Harper’s family will receive friends on Friday, February 21, 2020 from 2-4 PM and 6-8 PM at the Basagic Funeral Home in Petersburg. Funeral services will be Saturday, February 22, 2020 at 2:00 PM in the Chapel of the Basagic Funeral Home with Rev. Earl Bible and Pastor Daniel Ewald officiating. Interment will be at the North Fork Memorial Cemetery in Riverton, WV with Masonic graveside services by Pendleton County Lodge #144 AF & AM.
