US Congressman. He was admitted to the bar in 1895 and commenced law practice in Warrenton, North Carolina. He was mayor of Warrenton, in 1897 and 1898, solicitor for the third district of North Carolina, 1906 to 1916 and judge of the superior court, 1916 to 1923. In 1932 and 1940, he was a delegate to the Democratic National Conventions and chairman, United States delegation to the Inter-American Travel Congress in Mexico City in 1941. He was elected as a Democrat to the Sixty-eighth Congress to fill the vacancy caused by the death of Claude Kitchin in 1923 and reelected to the Sixty-ninth and to the thirteen succeeding Congresses, serving until 1953.
