He graduated from New York University and went into real estate and insurance. In 1922 he was elected to the New York Assembly as a Democrat. Steingut served as Minority Leader from 1930 to 1934. He was Assembly Speaker in 1935. In 1936 he became Minority Leader again, a position he held until his death. Irwin Steingut was the father of Stanley Steingut (1920-1989), who served as Assembly Speaker from 1975 to 1978. In her September 29, 1952 "My Day" column, Eleanor Roosevelt noted that Steingut's insurance partner was Irving Ives, who served as Majority Leader of the Assembly when Steingut was Minority Leader, and who served as US Senator from 1947 to 1959.
