Cathy was born June 17, 1951, in Portland, an only child of Elmo and Helen Beal, although Helen had two sons from a previous marriage. She had lived in the Portland area most of her life. She married Daniel Clyde Stevens on May 14, 1971. They had one daughter, Kimberly, but later divorced. On May 3, 1975, Cathy married Dale Randquist in Vancouver, Washington.

Cathy was very fond of cats and fed and took care of many of the neighborhood strays. She also enjoyed going to the beach and watching seagulls. She was often teased for once saying "Hi seagull, I'm a seagull too". She meant to say "Hi seagull, I like seagulls too". My family now likes to believe that she really is a seagull.

I have been hoping that my wife would write the bio for Cathy since I only knew my mother in law her last two years. She suffered a great deal of adversity during the time I knew her but she always remained positive, optimistic and maintained an unique sense of humor. Her three children were clearly her best friends. Cathy's passing was and continues to be very difficult for my wife.
