Continental Congressman. A member of a family prominent in North Carolina public affairs, he graduated from the College of William and Mary, afterwards taking over operation of his family's plantation, "The Elms." He married Penelope Johnston, daughter of Governor Samuel Johnston. In 1788 he was appointed to the Continental Congress to fill a seat left vacant by the resignation of John Ashe. He served the remainder of Ashe's term, afterwards returning to The Elms. When the 1789 federal convention proposed a new US Constitution, Swann strenuously advocated for North Carolina to ratify it. He died unexpectedly after a sudden illness, with his contemporaries eulogizing him as a leader whose loss deprived his state of a future Governor or US Senator.
