Senator. Thomas Kinney was a Missouri State Senator and St. Louis city ward politician. Born in a tough riverfront neighborhood, he grew from a sneak thief into a saloonkeeper, eventually running the Fourth Ward in the city's House of Delegates. His best friend and brother-in-law, Thomas Egan, used his gang of thugs to intimidate voters as election time. This gang would become known as the "Egan's Rats". Kinney served a total of six years in the Missouri senate, from 1904 to 1910. He was known for his tough yet effective legislative tactics; including passing landmark laws for child labor, alcohol distribution, and road construction. Kinney died of tuberculosis at the age of 44.
