U.S. Congressman. He graduated from Tufts College in 1859, studied law, was admitted to the bar in 1861, moved to Vallejo, California and engaged in the practice of law. He served in the California State Senate, (1875-79) and appointed by President Arthur United States district attorney California, serving (1883-86). In 1892, he was elected as a Republican to the Fifty-second Congress to fill the vacancy caused by the resignation of Joseph McKenna, reelected to the Fifty-third Congress, Fifty-fourth and Fifty-fifth Congresses, serving until 1899. An unsuccessful candidate for re-nomination, he lived in retirement until his death.
