He was born and raised in Alliance, Nebraska. He married Laura Opal Clark on April 20, 1930 in Alliance. Art worked as a ranch hand until moving to Lebanon, Oregon with his family in 1944. Art worked locally at plywood and lumber mills until retiring in 1974.
He was a member of the Lebanon First Baptist Church. He enjoyed elk hunting, gardening, and sharing the fruits and vegetables of his labor with family and friends.
He is survived by his wife Laura Opal Fenner, sons Billy and James Fenner, daughter Laura Wallace, 7 grandchildren and 3 great grandchildren.
He was preceded in death by daughters Betty Fenner and Edith Mills.
Private burial was at the Lebanon I.O.O.F. Cemetery
