Born to George and Harriet Wicklie Alvey, Richard grew up in St. Mary's County, Maryland and later in life became a lawyer and then judge. He served as Chief Justice of Maryland Court of Appeals and then moved on to serve as Chief Justice of the District of Columbia Court of Appeals for over 37 years.

He married his first wife, Mary Wharton in 1856 and after her death in 1860 married his second wife, Julia I. Hayes, in 1863.
