US Continental Congressman and Governor of Maryland. He was member of the independence provincial council in 1777 and was Governor of Maryland, 1779 to 1783. In 1783, he was elected as a Federalist to the Second Continental Congress and was a member of the house of delegates in 1787. He served in the Maryland state convention for the ratification of the Federal Constitution in 1788. From 1792 to 1794, he again was elected Governor of Maryland. While as governor, he organized the state militia and took part in the suppression of the Whisky Insurrection in Pennsylvania and Maryland. He was appointed to the state senate in 1794, but declined and retired to engage in the management of his estate until his death. In 1993, he was inducted into the Prince George's Hall of Fame, Maryland.
