American Civil War Union Army Brevet Brigadier General, Wyoming Territorial Governor. In 1861, at the outbreak of the American Civil War, he was commissioned as a 1st Lieutenant in the 1st Ohio Volunteer Infantry. He was then promoted to the rank of major and served as an assistant adjutant general on the staff of John M. Schofield. At the end of the war he was discharged at the rank of lieutenant colonel. At the recommendation of President Andrew Johnson, he was brevetted a brigadier general of US Volunteers on March 13, 1865 for "courage in the field, and marked ability and fidelity." President Ulysses S. Grant appointed him Governor of Wyoming Territory in 1869 and again in 1873. While Governor, he approved the first law in US history explicitly granting women the right to vote. In 1875, he served as 3rd Assistant Secretary of State under US Secretary of State Hamilton Fish. He died at the age of 44. Campbell County, Wyoming is named in his honor.
