Chester Chance Skinner was born in Elgin, Illinois on January 20, 1850 to Joshua Weybourn and Martha (Attix) Skinner. He was 3rd of 5 children born to them. He married Hellen Stephens of St. Joseph, Michigan and had two children - Bertha and Earl. After her death in 1880, he remarried to Alice Josephine Mann on October 19, 1881. They had one daughter, Grace, while living in Elgin, Illinois and then moved to the Dakota Territories where they resided in Turner, South Dakota. While there, they had several more children - twins Alice and Martha (Alice died at birth, Martha did not survive childhood), Charles, Clara, Theodora and Jesse. Chester, Alice and their younger children then returned to Elgin by the fall of 1907, where Clara died on Nov 7 at the age of 18. They lost another daughter, Grace, in June of 1911. Chester passed away on December 21, 1914 at the age of 64.
