Born Frances Catherine Piper and known almost exclusively as Fannie, she was the daughter of Israel Hyman Piper and Permelia Jane Porter. The informant on her death certificate was her only grandchild, Julian Tarr Adair; he gave her name as Fannie C. Norton.

She married James A. Tarr, son of John B. Tarr and Amelia ("Milly") Turner, on April 27, 1858, in Nicholas County, Kentucky; they were married until his death on June 27, 1861, at the age of 29. The couple had one child, a daughter, namely:

Jemima ("Jimmie") Alice (Tarr) Adair (1860-1885).

She married Valentine Cress Porter, son of Joseph C. Porter and Isabelle Cress, on May 8, 1877, in Nicholas County, Kentucky; they were married until his death in 1895. The couple appeared together on the 1880 Census, Millersburg, Bourbon County.

On the 1900 Census, Millersburg, Fannie C. Porter appeared as widowed.

She married widower Nimrod Lindsay Norton, son of Hiram Norton and Nancy Spencer, on November 28, 1901, in Memphis, Shelby County, Tennessee; they were married until his death on September 28, 1903. Fannie and Nimrod had been sweethearts in their very early days. The couple made their home in Austin, Travis County, Texas; after his death, Fannie returned to Millersburg.

On both the 1910 and 1920 Censuses, Millersburg, Fannie P. Norton appeared as widowed.

"---Mrs. Fannie Norton, who for years has been an invalid, and confined to her home, died Saturday night at ten o'clock. She was 84 years of age. "Aunt Fannie" at [sic-as] everyone called her, was a life-long member of the Christian church, and was faithful and devout in her attendance, until affliction overtook her. The funeral was held at her home Monday morning at ten o'clock by her pastor, Dr. G. W. Nutter. The following were pallbearers, O. M. Johnson, James Burroughs, Ed. Ingels, Frank Vimont, G. S. Allen, J. B. Cray."
