US Congressman. Governor. Diplomat. Born in Christiansted, St. Croix, Evans received bachelor's and medical degrees from Howard University and became a physician. He later received a master's degree in Public Health Administration from Howard. He was Virgin Islands Health Commissioner from 1959 to 1967. In 1969 President Nixon named him Governor of the US Virgin Islands, the last person appointed to the position, and he served from 1969 until 1971. In 1970 he was the first person to win election as Governor, serving from 1971 to 1975. In 1978 Evans was the successful Republican nominee to be the US Virgin Islands Delegate to the US House of Representatives and served one term, 1979 to 1981. He ran unsuccessfully for reelection in 1980, after which he was appointed US Ambassador to Trinidad and Tobago, serving until his death. One of the main roads on St. Croix, Route 66, is named for him, as is a learning center at the University of the Virgin Islands.
