CJ and his father Albert Carlton, according to the Florida Times-Union (Jacksonville) of June 26, 1902, "have purchased the residence, store and merchandise of B. L. Mitchel and will conduct the business in future." They then opened the Wauchula Hardware Company at the corner of Main Street and Fifth Avenue. In the normal course of business credit terms and occasional loans were extended, and soon plans were laid for a bank.

On March 15, 1904, Wauchula and present-day Hardee County's first bank, Carlton & Carlton Bank, was established in the corner of the Wauchula Hardware Company. Albert Carlton was president; Charles J. Carlton was cashier and Charles A. Roe assistant cashier. In 1909 a proper building of sand block was constructed. In 1913 the bank relocated to the Carlton Building on the corner of 5th Avenue. On February 15, 1915, the bank was incorporated as Carlton National Bank, The bank failed during the Great Depression but had until then been the area's leading financial institution.

CJ Carlton and family were early advocates of county division of DeSoto County. On March 13, 1907, Albert Carlton, Charles J. Carlton and five others were selected in a mass meeting held in the opera house in Wauchula to push county division before the coming legislative session. Not until April 23, 1921 was DeSoto County divided to form the counties of DeSoto, Hardee, Highlands, Glades, and Charlotte. Wauchula, which had been named the temporary county seat, was in an election held on December 30, 1921 chosen as the permanent county seat of the newly created Hardee County.
