United States Diplomat. Born in Clayton, New York, he served for forty years (1929-69) in the US Foreign Diplomatic Service. As a specialist in knowledge of the Soviet Union, he served in Moscow before, during, and after World War II. He was Ambassador to Russia (1953-57), Ambassador to Philippines (1957-59), and Ambassador to France (1962-68). Before retiring in 1969, he was Deputy Under-Secretary of State for Political Affairs. He died of cancer at age 69 in Washington, DC.
