U.S. Congressman. He graduated from Hampden-Sidney College Virginia, in 1869, then taught school in Virginia and Kentucky, (1869-72). Moving to Missouri, in 1872, he and continued teaching, studied law, was admitted to the bar in 1875 and commenced to practice law in Clinton, Missouri. He was prosecuting attorney of Henry County, (1877-82), City Attorney of Clinton, (1882-84) a member of the Missouri State House of Representatives, (1900-02) and served in the Missouri State Senate, (1902-06). In 1910, he was elected as a Democrat to the Sixty-first Congress to fill the vacancy caused by the death of David A. De Armond, reelected to the Sixty-second Congress and to the next four succeeding Congresses, serving until 1921. He was again elected to the Seventy-second and Seventy-third Congresses, serving (1931-35). An unsuccessful candidate for reelection, he resumed the practice of law until his death at age 89.
